In GT (Alien Races 4), Marhaban is located in Empty Quarter Sector.
There is also a Marhaban at 3033 in Lishun Sector.
I vote for Empty Quarter. That matches my map.

The Empty Quarter location also has a Class A starport which I think is consistent with the fact that Newts can be found across the Imperium.
